基于节能(水)-减排的我国工业环境友好度评价

摘要:
从工业生产消耗的两大类资源和三类废物的统计数据出发,通过因子分析构建了环境友好状况的评价体系,运用分指数模型对我国40个工业行业进行基于节能减排和节水减排的产业分类,采用综合指数评价方法定量分析其环境友好度,并进行新的分类.结果显示,我国工业行业可以分为高耗能(水)-高污染行业、中耗能(水)-中污染行业和低耗能(水)-低污染行业.环境友好度分别为清洁型行业(0.123~0.2)、轻污染型行业(0.306~0.551)、中污染型行业(0.663~1.058)和重污染型行业(1.123~3.389).这个新的工业方案,建立起工业生产与资源消耗、污染物排放量之间的双向联系,为构建资源节约型和环境友好型社会提供了科学依据.

Abstract:
Based on the data of two major kinds of resources and three types of industrial waste, the environment-friendly evaluation system was constructed by the factor analysis, the forty industrial professions were categorized into three types by the sub-index model, which were not only saving energy and water, but also reducing emission, and the environment-friendly degrees of the forty industrial professions were analyzed qualitatively and re-categorized by the synthesized index model. The results showed that the forty industrial professions of China were divided into high energy/water consumption and high pollution industry, middle energy /water consumption and middle pollution industry, and low energy/water consumption and low pollution industry. The environment-friendly degrees of the clean-industry, the low pollution industry, the middle pollution industry and the high pollution industry were 0.123~0.2, 0.306~0.551, 0.663~1.058 and 1.123~3.389, respectively. The new industrial classification built double relations among industrial production, resources consumption and pollution emission, and provided scientific foundation for building the resource saving and environment friendly society.
