Abstract:
A thing has to be valuable and controllable and governable to the subject to be property. Natural, nonpossessable, hardtreatable and holistic, natural resources are improper to be or be regarded as property. An emphasis of the nonproperty character of natural resources will pave the way for establishing scientific values, realizing multielement value, enhancing the completion of a legal system of natural resources to overcome the ecological and resources crisis facing human society.
