Abstract:
Governance of small coal mines has always been a hard nut to governments at all levels and coal production safety departments. In order to soften the grave situation of coal production safety administration, a series of really severe regulations and measures have been introduced continuously but none of them has achieved satisfactory effects in successfully managing production of small coal mines. In fact, town governments have played an individual and indispensable role in governance of production safety of small coal mines, centered around which a mechanism of conspiration of interests checks choice of town government acts and effects of governance of small coal mines. Therefore, effective governance of small coal mines calls for breaking the foundation of interests of all related conspirers.
