Abstract:
Kant’s perception of civil rights consists of such rational principles as freedom, equality and universal love in connotation while it includes the civil rights of a state citizen and those of a international citizen. To guarantee the civil rights of a state citizen, a representative republic must be established whereas to guarantee the civil rights of an international citizen, a coalitionsystem of free states must be introduced. Preservation of civil rights means both respect for man’s internal values and necessary means to maintain permanent peace of human beings. However, Kant failed to offer an adequate philosophic argument for permanent peace.
