Since the reform and opendoor policy, the contradiction between highspeed increase of our economy and relatively slow development of social undertakings has become more and more protruded. For public service in the countryside, the main reasons for lack and low level of public service lie in lack of guarantee measures, such as scientific and effective assessment of official achievements in addition to obstructive problems in the system. In order to guarantee the basic right of country residents, counterstrategies should be laid out to establish and complete a prolonged mechanism of public service supply in the countryside, construct a legal system of assessing official achievements, lay out regulations and system of assessing targets and innovate assessing means. Above all, all these should be actually brought into practice of assessment.
