Sample of Primary and Middle School Teachers’ Mobility and its Rational Standard Construction

Abstract:
Currently mobility of middle and primary school teachers in our country occurs only within the teaching system. The mobility is oneway and insequential, moving from the country to the county seat, from nonkey to key schools, from small towns to big cities or provincial capitals and from underdeveloped areas to developed areas. This oneway and insequential mobility has resulted only in distributive imbalance of highquality teaching resources between regions, between country and city and between schools, shortage of teaching faculty and reduction of integral quality of teaching teams in the country and imbalance of age structure of middle and primary schools and instability of teaching teams in the country. According to mobility theory and theory of human resources, reasonable standards should be established for mobility of middle and primary school teachers to normalize and guide a reasonable and positive mobility of teachers within the county to promote a balanced development of primary education and realize fair education.
