Abstract:
The government of the late Qing Dynasty went through a longterm and complicated process to recognize and accept modern news industry of western countries. The process was made complicated owing to both active and passive attitudes of the government. In order to save the empire from the insurmountable trouble, imperial officials attempted to het out of the trouble by introducing a newstyle newspaper industry. However, when the newstyle newspaper industry had been well established, the government had not power to resist the historical trend and had to accept it passively. It was in such a dilemma that the government of the late Qing Dynasty, which was going through a period of historical transformation, helped set up the legitimate status of modern newspaper industry of western countries in China.
