Abstract:
Implementation and expansion of schoolrunning autonomy depends largely on completion of the structure of governance of higher learning institutions. The present structure of governance in higher learning institutions offers several problems, such as a vague boundary between academic and executive categories, and absence of academic workers in the system of academic evaluation. Therefore, completing the structure of governance requires that a full display be given to the academic committee as the leading factor, that the autonomy of colleges and grassroot academic organizations be expanded, that a supervising organ be established and completed in higher learning institutions and that a full play be given to the role of the representative assembly of teachers and workers and the students’union in running the school. In a word, an academicpowerbased structure of governance cannot be established unless service function of executive power is intensified and academic logic is highlighted in higher learning institutions.
