高等学校内部治理结构的完善与办学自主权的实现

摘要:
高等学校内部治理结构的完善是高校办学自主权得以落实与扩大的核心。我国高等学校内部治理结构存在着行政权力对学术权力的僭越、学术领域与行政领域边界模糊、学术人员在学术评价体系中缺位、监督权弱化等问题。高校内部治理结构的完善,应充分发挥学术委员会的主导作用,扩大院系以及基层学术组织的自主权,建立和完善高等学校的监督机构,充分发挥教职工代表大会、学生会在高校办学中的作用,强化高校行政权力的服务功能,彰显高校的学术逻辑,从而建构学术权力本位的高校治理结构。

Completion of the Governance Structure of Higher Learning Institutions and Realization of Schoolrunning Autonomy

Abstract:
Implementation and expansion of schoolrunning autonomy depends largely on completion of the structure of governance of higher learning institutions. The present structure of governance in higher learning institutions offers several problems, such as a vague boundary between academic and executive categories, and absence of academic workers in the system of academic evaluation. Therefore, completing the structure of governance requires that a full display be given to the academic committee as the leading factor, that the autonomy of colleges and grassroot academic organizations be expanded, that a supervising organ be established and completed in higher learning institutions and that a full play be given to the role of the representative assembly of teachers and workers and the students’union in running the school. In a word, an academicpowerbased structure of governance cannot be established unless service function of executive power is intensified and academic logic is highlighted in higher learning institutions.
