Abstract:
Educational quality is an eternal theme to reform and development of higher learning institutions. To upgrade the educational quality of higher education, for the first place, higher learning institutions need to deepen the reform of their system of administration, implement school-running autonomy and initiatively take the responsibility of training high-level talents. For the second, they need to regulate the relationships with government and society, determine the line of power between government and higher learning institutions themselves and actively respond to social inquiries about their educational quality.
