Abstract:
Equilibristic arrangement of teachers is the bottleneck of balanced development of compulsory education. The limitation of educational legislation in our country and efficiencyguiding policy for elementary education has led to a nonbalanced development of compulsory education. However, the “Teachers’ Statute” provides the teacher as “a professional implementing educational and teaching responsibility”, based on which it establishes the system of the teacher’s qualifications, that of the teacher’s positions, and that of the teacher’s employment. This can utterly cleanse the current situation of nonbalanced development of compulsory education. Thus the executive conduct of governments as different levels for equilibristic arrangement of teachers can find its legal basis only by identifying teachers of compulsory education as civil workers and determining the executive and legal relationship between teachers and government.
