Abstract:
The farmer’s mode of behaviour is the basis for establishing the system of ceral supply. In terms of the farmer’s diverse modes of behaviour, this paper analysizes the effects of “marketization” and change of elementary prices on transformation of the farmer’s mode of behaviour and adjustment of the system of cereal supply. Then it illustrates the system of mechanism of ihibitting the growth of cereal production because of the contradiction between the “vulnerable balance” in traditional agricultural market and the “nonequivalent mechanism of adjustment” in professional agricultural market and the likely degradation of cereal industry. Finally after pointing out the limitation of the price and allowance policy, the author concludes that the key solution to securely assure the safety of cereal production is to establish a “group of main farmers + power of setting the price” system of cereal production.
