Abstract:
Competitive wars for the Territory on the West Bank of the Yellow River between kingdoms of Qin and Jin and between Qin and Wei remained fierce from the period of Spring and Autumn to that of Warring Kingdoms. Qin King of Mu rose as an overlord in possession of this part of land. And Qin King of Xi’an took a bold new policy, moving the capital to Yueyang, which was located in the territory west of the Yellow River. Taking this advantage, Qin King of Xiao appointed Shang Yang as a leading minister to transform law. Then, the kingdom of Qin seized the whole of the territory, which marked a turningpoint of the kingdom from weak to powerful. Yueyang continued to be the capital of the kingdom of Qin for 34 years and played an important role in the history of development of the kingdom of Qin.
