Abstract:
The "countybased" administrative system of compulsory education helps soften difficulty and contradiction caused by financial shortage in the countryside, but the difficult situation in development of rural compulsory education continues in those financetight counties. The new mechanism of assuring educational funding strengthens the government's responsibility of assuring rural compulsory education, but it solves only partly the problem of financial shortage in educational development in rural areas, for those underdeveloped regions still cannot stand alone as the investing subject of compulsory education. Therefore, in the course of amplifying investment in compulsory education, attention should be paid to intensifying the consciousness of balancing compulsory education and that of arranging investment funding so as to assure an adequate and efficient investment funding in compulsory education in the countryside.
