贫困地区农村义务教育发展的制度障碍

摘要:
“以县为主”的义务教育管理体制缓解了因乡村财力不足造成的困难和矛盾,然而在不少县市财政吃紧的情况下,农村义务教育发展仍存在着很大困难。农村义务教育经费保障新机制的实施强化了政府对农村义务教育的保障责任,但只是部分解决了农村义务教育发展资金不足的问题。贫困地区仍然无力扛起义务教育投入主体的大旗。中央及各级政府继续加大对义务教育的投入是帮助提高地方政府财政供给能力的有效措施。在加大对义务教育投入的过程中要注意强化义务教育均衡化意识和经费投入的配置意识, 保证义务教育经费的投入的充足和高效率。

Institutional Barriers in the Development of Education in Underdeveloped Areas

Abstract:
The "countybased" administrative system of compulsory education helps soften difficulty and contradiction caused by financial shortage in the countryside, but the difficult situation in development of rural compulsory education continues in those financetight counties. The new mechanism of assuring educational funding strengthens the government's responsibility of assuring rural compulsory education, but it solves only partly the problem of financial shortage in educational development in rural areas, for those underdeveloped regions still cannot stand alone as the investing subject of compulsory education. Therefore, in the course of amplifying investment in compulsory education, attention should be paid to intensifying the consciousness of balancing compulsory education and that of arranging investment funding so as to assure an adequate and efficient investment funding in compulsory education in the countryside.
