"Local independence" was the most prominent problems since the midst of the Tang Dynasty, which concerned the state's effort to combat confusion and stabilize the arrangement of local administration. However, the "local independence" in the Tang Dynasty was by no means stable, but was always in development and change and of different representations and features in different historical phases.
