Abstract:
Since reform and opening door, great changes have taken place in the relationship of internal power in higher learning institutions of our country. However, several problems continue, such as the uncertainty in the relationship between political power and executive power, the obscure delimitation among political power, executive power and academic power, and the pressing of political power and executive power against academic power. In order to respond to the demand of socialist market economy and reconstruct and readjust the relationship of internal power in our colleges and universities for further development of higher education, active attempt should be made to promote law-based construction in higher learning institutions for formly establishing the leading position of academic power by normalizing the domain and operative form of political power.
