关于实施免费师范生制度的思考

摘要:
免费师范生制度是普及义务教育的产物,是独立师范教育制度的典型特征,是政府调节义务教育师资、实现教育公平的重要手段。今天由于中国教育发展的严重不均衡性,需要政府通过各种措施调控教育资源,目前实施免费师范生制度不失为一种调节教师资源的重要手段。在现今的环境下,采取直接购买合格的教育服务而不用提前购买服务者的策略,切实提高教师待遇,是调控教师资源的长期有效的方式。

A Consideration on Implementing the System of Free Normal Education

Abstract:
As a product of popularizing compulsory education, the system of free normal education is a characteristic typical of independent normal education and an important means of government adjusting the teaching faculty of compulsory education to realize educational justice. Although great changes have happened to current conditions for China to impose free normal education, the serious imbalance in development of Chinese government requires government to take different measures to adjust and control educational resources, one of which is the introduction of the system of free normal education. Under such circumstances, however, if we purchase qualified educational service without pre-purchasing educational servants, a long-term effective means to adjust and control teaching resources is to actually better the teacher's treatment.
