A Virtuous-interacting mode of economic development and ecological reconstruction should be introduced in western China development. Mechanisms of ecological compensation, marketing encouragement of ecology purchase, investment and fund circulation, organizational administration, and guarantee and sanction should be developed by carrying out an interests-driving system of “ecology purchase”. Then regional innovations in system and policy, organizational administration and technology can be realized for marketing industrialization of ecological reconstruction. In addition, the ecology purchase project calls for “exchanging land for environment” so that ecological environment can recover naturally and a virtuous circulation of the ecological system can take shape. Finally, ecological reconstruction will make the region well off and a win-win situation will come in which ecological reconstruction and economic development will interact virtuously.
