教育评价改革研究
英国高等教育多元主体评价制度的缘起、架构与特征

摘要:
发展多元主体共治的评价制度是高等教育治理现代化的必然要求。历经多年探索改革,英国建立起了政府、社会、高校多元主体共治的高等教育评价制度体系,具体有轻触式的政府外部评价制度、多样发展的社会评价制度及成熟规范的高校内部评价制度。以英国教育评价制度为参照,反观并推进我国高等教育评价制度改革,促进政府外部评价制度科学及简明化发展、社会评价制度多样化和法制支持、高校内部评价制度规范与自主性提升,注重学生在评价中的参与,实现高等教育评价治理现代化。

The Origin, Structure and Characteristics of Multiparticipant Evaluation System for Higher Education in the UK

Abstract:
It is an inevitable requirement for the modernization of higher education governance to develop Co-Governance of Multiparticipation in evaluation systems for higher education. After years of reform, the UK has established the evaluation system under the cogovernance of the government, universities and society, including the lighttouch external system of government, the diversified system of society and the mature and standardized internal system of universities. In order to promote the reform of evaluation systems for higher education in China, learning experience from the UK, it is developing the scientific and concise evaluation system of government, the legal and diversified system of society, the standardized and autonomous system of universities and the participation of students in the evaluation that realizes the modernization of higher education evaluation governance.
