Abstract:
From 1949 to 2021,the Party and the government about the rural teachers team construction of education laws and regulations and policies of the text as there search object,adopted the method of policy text analysis, the rural teachers team construction of related policy in place when the macro frame work of education policy,from the number of rural teachers supplement and quality improvement policy text analysis of two dimensions.The results show that since the founding of the People’s Republic of China,the policies on the construction of rural teacher teams are mainly nested in other related education policies.The specific policies mainly appear after 2006, and the overall number is small.The policy evolution of rural teacher team construction has experienced three historical development stages:the initial exploration period(1949—1976),the active exploration and development period (1977—2005) and the balanced focus development period (2006—2021). The existing problems in the policy of rural teacher team construction are that it neglects to establish and perfect the effective longterm system and mechanism of cultivating rural teachers, trains highquality teacher educator groups and gives play to rural teachers’ subjectivity.Only by paying great attention to these problems and enhancing academic research,can we fundamentally guarantee the scientificity and effectiveness of the policy, so as to effectively solve the problem of the construction of rural teachers.
