当代世界格局衍化与中国全球治理角色转型

摘要:
国际社会的大事件及参与其中的大国角色,尤其是它们的参与目标实现程度的对比结果,是判断世界格局性状的重要指标。两极格局瓦解以来,世界格局处于单极化趋势与多极化趋势并存的三支力量(要求建立单极世界格局的力量、中间游移力量、要求建立多极世界格局的力量)角逐的总体状态。在冷战结束到2007年美国次贷危机爆发这个阶段,单极化趋势总体上较为明显;2008年全球金融危机爆发之后,尤其是2010年中国成为世界第二大经济体以来,多极化趋势逐渐凸显。在当代世界格局的衍化中,中国的全球治理角色也悄然地发生着变化:由边缘逐渐走向中心,由被动逐渐转型为主动,日益强劲地推动世界格局的多极化和民主化,致力于构建公正、合理、公平的全球治理秩序。

Abstract:
The significant events of international society, the role of big powers which are involved and the comparisons between their desires and goals are key indicators to analyze the world situation. Since the end of the bipolar system, the international system has formed the situation which there are three big powers competing for position of control, as the power supporting unipolar world, the power for multipolar world and the power to keep balance with these two powers. The unipolar moment has been more obvious from the end of the Cold War to the outbreak of the 2008 financial crisis. After that, especial after China became the second largest economy, the tendency of the multipolar world has been more evident. With the change of the international system, the role of China on the global governance has gradually changed, from the periphery to the center, from passivity to initiative, promoting multipolariation of the world and democratization of international relations outstandingly, and committed to building a fair, rational and just order of global governance.
