Abstract:
Retrospection and reflection of the 40th anniversary of reform and opening is necessary and important for all fields of education, and there is no exception which summarizes forty years of evolution of policy and the law of early childhood education. According to the characteristics of China's legal system construction, the internal characteristics of evolution of policy and the law of early childhood education, this paper divides the forty years of evolution of policy and the law of early childhood education into three stages: 1978—1989 as the formation period of policy and the law of early childhood education; 1990—2009 as the development period of policy and the law of early childhood education; 2010—2018 as the perfection period of policy and the law of early childhood education. This division, which takes account the internal and external mechanisms of evolution of policy and the law of early childhood education, has a strong interpretation. Looking back at the process of the evolution of policy and the law of early childhood, there are both remarkable achievements and many legal problems which are going to require reform. The future direction of policy and the law of early childhood education is to improve the predictability of policy and the law of early childhood education, to enhance the enforcement of policy and the law of early childhood education and to enact “Law of Early Childhood Education” at the right moment.
