Abstract:
The ability of government to respond to public needs and appeals is an important category measuring national governance capacity.One perspective believes that government in western democracy owns a strong motive to respond to civil needs and appeals because pressure from voters will push government officials to make a positive response to public opinion. Based on this point of view, few in the west believe that the GOC will make substantive reply to public opinion. Nevertheless, the GOC have shown a strong ability to respond to public needs and special demands, and good governance performance in the process of meeting public needs have promoted public support for national political authority. This performance is rooted in traditional political culture and the Mass line tradition of the CPC, and is also relative to adaptive changes the GOC have made in practice since the reform and openingup. Thus it can be seen that the western electoral democracy is not the most fundamental factor that determines governance performance. We should discover advantages and existing problems of China’s political model from the perspective of government responsiveness, and continue to modernize the country’s governance system and governance capacity on the basis of road confidence.
