With the deep development of administrative system of higher education in our country, development of reform in local higher learning institutions rises as an important problem to the development of Chinese education reform. In the growth of local higher learning institutions, it is a key link for local schools to actualize their own transformation at present to specify their aims of training and select and establish a set of localitycharacteristic and proper orientation principles. Moreover, the development of local schools calls for seriously understanding the deep implication and requirement of governmental guiding thoughts for operating schools for local institutions, paying close attention to meeting with demand for social, economic and cultural development in the locality, adhering to the proper conception of school training, establishing rational aims of training for demand of development of social economy and sticking to a set of localitycharacteristic application-oriented and service-oriented principles of school training.
