Abstract:
The gist and deep connotation of Mill’s view of freedom lay not only in Sabine’s liberal society and liberal politics but in encouraging initiative spirit and active social vitality. He did not mean too much arbitrariness in Stephen’s worry. According to Mill, individual freedom did not decrease nor let loose indulgence and caprice but implied civilized education and mature personality. In an active and free family there is not only political freedom in a political sense but also active freedom on a social sense. In order to realize our country’s innovative strategic objective, besides intensifying financial investment in and reward for innovation, effort should be made to assure individual freedom and establish social institutions and cultural environment for encouraging innovation. This is because individual freedom stands for the deep connotation of freedom and act as reciprocal condition and object of development of morality and lawbased governance.
