Abstract:
There is no national security without cyber security nor is there modernization without informationization. Therefore, it admits no delay to build a cyber power, and to attain this value target means a process of steadily carrying out value judgment, value evaluation and value choice. First of all, we need to set up clear valuable elements involved in building a cyber power and actively utilize these elements to carry out value choice. To build a cyber power, strategic cyber toplevel design acts as the supreme program and guide to action, balanced highefficiency informational technical facilities, key excellent technology of selfinnovation property right as the precondition, and laying out and carrying out complete law and regulations and adopting varieties of proper guidance and administrative measures as the key step. Moreover, developing enormousstrength informational economy, improving wholesome information service, prospering advanced cyber culture and carrying out bilateral and multi-lateral international cyber exchange are all of great importance to building a cyber power. Finally, it is absolutely necessary to the integral quality of the nation to realize this lofty goal.
