Abstract:
Antibureaucratism is both a key issue facing the Communist Party of China both historically and currently. Between May and June of 1963, Zhou Enlai gave a speech entitled Antibureaucratism, which is a precious document against bureaucratism. In the speech, Zhou generalized inclusively and elaborately the twenty bureaucratic styles he regarded as the official airs, and made a deep and careful analysis of their representation and harm. He was the first in the record of the Party documents to wholesomely and deeply dissect the phenomena and representations of bureaucratism. In fact, Zhou Enlai made a thorough and deep study of the issue of bureaucratism, had profound considerations on antibureaucratism, and made outstanding contributions to our Party’s attempt of “establishing new styles by giving up official airs”, set up a lofty example of Chinese communists. His thoughts are still of guiding significance to the current reality.
