Efficient state governance offers an important condition for the cause of reform and opening to carry on smoothly. Since the reform and opening, traditional state governance has been faced with severe challenges with the rapid development of economy and society. The reform in local power division brought about economic development in the early days of reform but has given rise to a series of problems as well. At present, China is gradually overcoming those malpractices caused former state governance by an alternative reform of centralization so as to effectively get over the crisis and challenge facing the state governance.
