Abstract:
Since its birth, artificial intelligence has brought both opportunities and challenges to humanity and the international community. Currently, artificial intelligence is closely related to international competition. The race to develop the next generation of AI occurs not only among tech companies such as Google, Microsoft, Baidu, and Tencent, but also among nations, especially major powers that are vigorously advancing their AI technologies. The United States boasts the largest number of AI companies globally, ranks first in terms of financing scale, and is in a leading position in talent reserves and AI commercialization.The EU attaches great importance to ensuring that the development and application of AI comply with legal and ethical principles. Japan focuses on using AI technology to achieve intelligent social life.China holds obvious advantages in areas such as big data, market demand, and AI application development, and has been gradually narrowing the gap with developed countries in recent years. To effectively address external risks and challenges, China should focus on optimizing the innovation ecosystem for AI development, establishing shared and inclusive digital economic platforms, enhancing its discourse power in setting AI standards, strengthening data security and privacy protection systems, and shaping collaborative and equitable international governance norms. These measures will help China occupy a commanding position in the international competition of artificial intelligence.
