The “neck jamming” problem of key and core technology has become an urgent problem to be solved that affects the survival of Chinese enterprises and the longterm independent development of the industry.The establishment of a “neck jamming” problem of key and core technology innovation ecosystem and longterm mechanism through the “centrallocal” linkage under the national system is an effective way to solve the “neck jamming” problem of key and core technology.By analyzing the path and internal mechanism of the central and local governments to solve the “neck jamming” problem of key and core technology, this paper constructs a technological innovation ecosystem that nests and interacts the strategic and general “neck jamming” problem of key and core technology.We also clarify the crosssystem and crosssubject circulation mechanism of talents, funds, information data and other elements.Finally, from the perspective of the linkage between the central and local governments, we propose the theoretical framework of strategic “neck jamming” problem and general “neck jamming” problem technology innovation ecosystems, as well as the path and longterm mechanism for solving current and future “neck jamming” technical problems.
