Abstract:
With the national and regional coordinated development strategy and the indepth promotion of digital China, the construction of the digital Yellow River will become an important support for the regional economic layout of China to achieve highquality development. The construction of the digital Yellow River under the highquality regional economic layout,the first thing is to define the goals of the Digital Yellow River construction from both the technical structure and the organizational structure:Technically, the software system with the whole basin system innovation system as the essence ensures the digital application scenario and the valuable ecological operation and maintenance of the digital Yellow River hardware system,the information system is used to provide data support for the intelligent decisionmaking of local governments in the basin.In terms of organization, it is necessary to form the multisymbiosis of organizational subjects, the related cooperation of organizational relations, the “centerplatform” configuration of the organizational system, and the double axis interweaving of the organizational network.The outstanding problems faced by the construction of the Digital Yellow River at the macro level are the lack of innovation momentum and the great pressure on the ecological environment;At the medium level, it faces the problems of insufficient optimization of industrial structure and industrial layout and low integration of digital industry; At the micro level, enterprises are faced with the problem of “dare not, will not, and is not easy to transform” in their digital transformation and green innovation in the process of development.The solutions are as follows: First, according to the pattern of “regional economic division patternenterprise embedded interaction patterninter regional cooperation patternhighquality regional coordinated development pattern”, establish a digital transformation service ecological community in the Yellow River basin,the second is to form a new situation of highquality coordinated development of the Yellow River basin in accordance with the construction idea of “digital technology innovation and development systemdigital infrastructure supply systemcross geographical space cooperation systemmulti subject support system”.
