Abstract:
Entering a new stage of development, it is becoming increasingly important to improve the mechanism for promoting rural vitalization, and therefore, it is required to scientifically grasp the direction of comprehensively deepening agricultural and rural reform.The overall goal of comprehensively deepening agricultural and rural reform in the new development stage is agricultural and rural modernization and promoting the common prosperity of farmers and rural areas, and it is necessary to promote the modernization of agriculture and rural areas to plant the “root”, to strengthen the “foundation”, and cast the “soul”.More attention should be paid to the change of the development stage and the development environment, and effectively promote the implementation of priority development of agriculture and rural areas on the ground. It is necessary to pay more attention to the requirements of the times, promote the shift of focus in agricultural and rural reform, and continue to consolidate and expand the achievements of returning power, confirming power, living power and optimizing the environment, while promoting agricultural and rural reform to better face the needs of promoting empowering development and joint integration.To comply with the new requirements of the new stage, we should focus on enhancing the systemic, holistic and synergistic nature of agricultural and rural reforms, promoting the coordination and linkage of internal agricultural and rural reforms, the synergistic promotion of urban and rural reforms, and combining them with the optimization of urban and rural spatial layout.
