The knowledge service function and knowledge production function of publishing are systematically analyzed based on the functional attributes of publishing.It is believed that the essential function of publishing is to carry out regulated knowledge production through knowledge services, and the publishing knowledge production and knowledge service have been fully integrated into a realtime interactive productionservice complex in the era of knowledge production mode 3, with knowledge production supported by knowledge services as its functional expression. The proposition of breaking the traditional path dependence, creating a new usercentered publishing knowledge service resource development and management model, and promoting the development of publishing knowledge service by constructing a paradigm reconstruction based on the process specification, institutional system and operation mechanism redesigned for knowledge creation and production is put forward.
